For students completing credit courses in prescribed pathways, a certificate of achievement may be awarded for Chancellor’s Office approved programs of study of 16 or more units. “Low unit” certificates may also be offered by a college and awarded as certificates of achievement when the program of study consists of 8 – 15.5 units and is approved by the Chancellor’s Office. Certificates of achievement may be awarded for completion of CSU General Education Breadth or Intersegmental General Education Transfer Curriculum (IGETC).
Typically, certificates of achievement are developed in the career technical education (CTE) areas. Some certificates also lead to associate degrees in the same field. Colleges may not award a certificate of achievement for courses that have been designated as basic skills.
Colleges are permitted to develop certificates of achievement to meet the needs of the local community. These certificate programs will be designated with a program goal of local and should not be in a CTE Taxonomy of Programs (T.O.P.) Code. Beginning on 16 October 2018, colleges that have submitted their certification memo to the Chancellor’s Office will be able to approve certificates of achievement with a local goal. These certificate programs will still need to be submitted to the Chancellor’s Office for chaptering.
Certificates of Completion
For students completing noncredit courses in a prescribed pathway, approved by the Chancellor’s Office, leading to improved employability or job opportunities, a certificate of completion may be awarded. A noncredit certificate of completion means a document confirming that a student has completed a noncredit educational program of noncredit courses that prepares him or her to progress in a career path or to take degree-applicable credit courses. The certificate of completion must include the name of the certificate and the date awarded, the identified Taxonomy of Programs (T.O.P.) Code, program discipline, identify the goal of the program, and list the courses completed by the student.
Certificates of Competency
For students completing noncredit courses in a prescribed pathway, approved by the Chancellor’s Office, that prepares students to take credit coursework, including basic skills and ESL, a certificate of competency may be awarded. A noncredit certificate of competency means a document confirming that a student enrolled in a noncredit educational program of noncredit courses has demonstrated achievement in a set of competencies that prepares him or her to progress in a career path or to undertake degree-applicable or nondegree-applicable credit courses. The certificate of competency must include the name of the certificate and the date awarded, the identified Taxonomy of Programs (T.O.P.) Code, the program discipline, and list the relevant competencies achieved by the student.
Noncredit Certificates Not approved by Chancellor’s Office
A district may offer a noncredit program which does not qualify for enhanced funding in the following noncredit categories:
- Citizenship for Immigrants
- Health & Safety
- Substantial Disabilities
- Parenting
- Home Economics
- Older Adults
A noncredit certificate educational program that does not have Chancellor’s Office approval may not be designated or referred to as a certificate of completion, certificate of competency or certificate of achievement.
Credit Certificates Not Approved by the Chancellor’s Office
A district may offer a credit program which does not qualify as a program for which Chancellor’s Office approval is required and where a transcripted certificate may not be awarded. A credit certificate educational program that does not have Chancellor’s Office approval may not be designated or referred to as a certificate of completion, certificate of competency or certificate of achievement.

Occupational therapy is a discipline which focuses on function as well as quality of life. Occupational Therapy Assistants provide service to individuals with physical, mental, or developmental disabilities across life phases, who need to rehabilitate skills to perform self-care, work and/or leisure activities. The major requires general education courses, including biological, social, and behavioral sciences, in addition to occupational therapy courses. In addition, all states require licensure in order to practice; however, state licenses are usually based on the results of the NBCOT Certification Examination. California has a new plan to provide free community college for students.
The California Community College Promise Scholarship program aims to increase college preparedness among high school students, boost the number of students who transfer to California State University or the University of California, and help more students gain college credit.
California’s community colleges have been providing education for students at no cost since 2001. The state provides funds to help cover tuition costs for low-income students who meet certain requirements. The new program would build on this existing initiative by offering waivers and/or grants to all eligible students who enroll in California’s 113 community colleges as freshmen.
If approved, the program will be phased in over three years starting with 40% of enrolled students in 2020, 50% in 2021, and 100% in 2022.
